Japan Gives Awards To TKI Nurses ...

The Japanese government expressed appreciation to Rita Retnaningtyas, Indonesian nurses in hospitals Miyagi, who contributed to helping victims of the earthquake and tsunami in the country.

Keadaan Ekonomi Jepang Pasca Tsunami





Meski situasi di Jepang masih kritis karena isu meluasnya radiasi dari reaktor nuklir Fukushima, upaya menghitung kerugian ekonomi mulai dilakukan oleh banyak pihak. Dalam beberapa hari ini, kami sempat berdiskusi dengan para analis di Tokyo untuk membahas dampak bencana terhadap ekonomi Jepang.

Demikian laporan Junanto Herdiawan, warga Indonesia di Tokyo, Jepang, kepada Kompasiana. Menurut karyawan Bank Indonesia ini, hal ini menjadi penting, karena Jepang adalah mitra dagang terbesar Indonesia dengan pangsa 17% dan perdagangan senilai 25 miliar dollar AS. Oleh karenanya, apa yang terjadi di Jepang pada gilirannya akan berdampak pada ekonomi Indonesia.

Memang terlalu dini untuk menghitung secara lengkap data ekonomi dari bencana kali ini. Namun kita perlu membedakan dua krisis yang menimpa Jepang, yaitu bencana gempa-tsunami dan krisis reaktor nuklir Fukushima. Gempa dan tsunami memang menghancurkan Jepang. Namun, dari sisi ekonomi, upaya rekonstruksi atau pembangunan kembali akan mendorong lagi aktivitas perekonomian Jepang.

Di sisi lain, krisis reaktor nuklir Fukushima kemungkinan dapat menjadi masalah bagi ekonomi Jepang apabila dampaknya meluas. Keterbatasan pasokan listrik akibat berhentinya reaktor nuklir Fukushima dapat menggangu keberlangsungan industri Jepang. Selain itu, masalah radiasi yang dikabarkan mulai menyebar ke produk makanan dan air minum di Jepang, dapat mengakibatkan gangguan pada perekonomian Jepang apabila tidak segera diatasi.

Sebelum terkena tsunami, ekonomi Jepang telah menyimpan masalah serius. Mereka menderita penyakit 3D, yaitu Depression, Deflation, dan Demographic. Ekonominya mengalami Depresi dan terjebak dalam Deflasi yang berkepanjangan, sementara populasinya menua (Demografi). Saat terkena tsunami, mereka mendapat derita dua tambahan “D” lagi, yaitu Disaster dan Destruction. Gabungan 5D tersebut membawa masalah besar yang berujung pada penyakit persisten ke 6 yang selama ini menggayuti ekonomi Jepang, yaitu DEBT (Utang). Lengkaplah Jepang menderita penyakit 6D.

Dengan berbagai masalah tersebut, bagaimana Jepang dapat bangkit dari krisis? Apabila dilihat dari sisi ekonomi, banyak yang membandingkan bencana gempa tsunami kali ini dengan gempa di Kobe tahun 1995. Saat itu Jepang begitu cepat pulih dan dampak bencananya tidak besar.

Kalau dilihat gempa kali ini, sumbangan wilayah Miyagi yang terkena gempa, terhadap PDB Jepang, jauh lebih kecil dibandingkan Kobe. Miyagi Prefektur “hanya” menyumbang 1.7% dari total PDB Jepang. Angka ini lebih kecil dibandingkan Kobe dengan sumbangan sebesar 2% dari total PDB. Kobe juga merupakan wilayah industri yang memiliki pelabuhan besar dunia, dengan sumbangan 4% dari PDB Jepang. Dengan indikator tersebut, beberapa pengamat memperkirakan gempa kali ini berdampak lebih sedikit pada pertumbuhan ekonomi Jepang dibanding Kobe.

Perbandingan Dampak Bencana di beberapa negara / sumber rge analysis

Namun satu hal yang kita tidak boleh lupa adalah bahwa gempa kali ini memiliki eksposur dan skala yang lebih besar dari Kobe. Selain itu, yang lebih parah lagi adalah, saat Gempa Kobe tidak terjadi masalah dengan pasokan listrik di Jepang. Krisis nuklir di Fukushima yang terjadi setelah gempa 2011 ini, telah mengakibatkan Jepang mengalami krisis listrik. Sebagai informasi, reaktor nuklir Fukushima 1 dan 2 menyumbang sekitar 24% tenaga listrik bagi Jepang. Akibat ditutupnya reaktor tersebut, Jepang mengalami krisis energi listrik.

Kekurangan energi listrik tersebut akan berdampak langsung pada industri yang menyerap banyak tenaga listrik, seperti industri baja dan otomotif. Akibat tidak langsungnya terjadi pada industri turunannya, seperti spare parts dan perlengkapan lainnya, yang ikut tutup karena industri hulunya tutup. Pemadaman bergilir juga dilakukan bukan hanya di wilayah yang terkena gempa, namun pada sekitar 13 prefektur, yang menyumbang sekitar 42% dari PDB Jepang, dan menjadi basis industri terkemuka Jepang, seperti Sony, Toyota, Nippon Steel, dll. Hal ini dapat menahan perlambatan ekonomi Jepang dalam jangka menengah panjang. Total biaya rekonstruksi ini akan lebih besar lagi kalau memperhitungkan biaya pemulihan wilayah di sekitar reaktor nuklir Fukushima. Saat krisis reaktor Three Mile Islands saja, biaya yang muncul hampir mencapai 1 miliar dollar AS untuk pembersihan radiasi selama 14 tahun.

Dengan bencana tersebut, tahun ini Jepang akan memasuki double dip recession, atau kembali lagi masuk ke zona resesi, dengan pertumbuhan negatif pada triwulan I dan triwulan II 2011, setelah juga mengalami kontraksi ekonomi sebesar 0.3% pada triwulan IV-2010. Dampak negatif bencana akan dirasakan sepenuhnya pada tahun 2011, terkait dengan kekurangan energi listrik dan rantai distribusi yang terganggu. Selanjutnya, pada tahun 2012 hingga 2016, Jepang diperkirakan akan melakukan rekonstruksi seluruh daerah yang terkena gempa.

Kalau kita lihat dari sisi Neraca Pembayaran, ekspor Jepang dari industri yang mengandalkan tenaga listrik besar, seperti – baja, otomotif, elektronik – dan konsumsi diperkirakan akan terpukul terkait dengan dihentikannya produksi beberapa pabrik dan turunnya kepercayaan pasar. Di sisi lain, impor Jepang, terutama terkait dengan bahan bakar untuk mengkompensasi hilangnya tenaga nuklir akan meningkat.

Perkembangan ke depan, akan sangat tergantung pada bagaimana Jepang mengatasi dampak ekonomi bencana ini. Apakah Jepang akan mengoptimalkan industrinya di luar negeri, dan mencari alternatif sumber energi secara cepat, akan sangat memengaruhi pemulihan mereka. Apabila Jepang mampu secara cepat mengganti sumber energi listriknya, maka dampak negatif ekonominya dapat dikurangi.

Menghadapi berbagai perkembangan tersebut, Indonesia perlu berhitung dan melihat dampak dari bencana Jepang. Dampak bencana Jepang akan sampai ke Indonesia melalui jalur perdagangan dan keuangan. Dalam jangka pendek, Jepang pasti akan membutuhkan alternatif pengganti energi. Kemungkinan terbesar adalah mereka akan mengimpor LNG secara besar-besaran.

Selain itu, kemungkinan besar dalam jangka menengah, sektor industri, perbankan, dan keuangan Jepang, akan memfokuskan operasi pada rekonstruksi pascabencana. Di satu sisi, hal ini akan meningkatkan permintaan bahan-bahan listrik, alat-alat konstruksi, dan kebutuhan material lainnya.
